That's true, XIII has to be the only game I've known that uses a codex to tell a story, rather than to add to a story.I acknowledge that this is a common fear. However, unlike FFXIII, this game actually seems to share a lot of information in dialogue and environment. The way the story of FFXIV is told, I can see a lore codex being more supplemental information than anything that would need to be known for any part of the story to make sense.
In short, XIV tells its story infinitely better than XIII did, and that's why a lore codex would work very well for this game, where it failed to work for XIII.
