They shouldn't have stopped increasing the echo buff, not that it helps against instant death. This is old content though and people are getting left behind, what is the harm in making it easier? The loot is crap now anyway.

Still not completely sure how serious you are, but the echo isn't really designed to ease mechanics, which it does sometimes don't get me wrong. But it's really a stat increase so its really just putting you in temporary better gear, or you can view it as super food buff because it doesn't effect the fight at all it effects the specific players. So for instance titan landslide would infact do less damage but that matters not as you fly off the stage. Its for actual gear dependent things such as moutain buster survival rate, or in your case ability to kill snakes faster, eat more death sentences, and shorten phases to the point where will be less time you will have to dodge twisters. So they capped it because the ilvl req plus full 20-25% would tilt the success rate much more then they thought it would account for to be a challenge and by proxy a barrier of entry.
I am ok with that just because I am ok with the head smashing, and I am willing to just let things I can't beat go. I will most likely try turn 5 this weekend if my schedule allows, but the fact that you made it to twisters means to me that beating it isn't just possible it is going to happen.
