I'm at level 15 I have just been given my airship ticket and I can know goto him and have fun, but I cannot quest with him? I'm a little bit ahead and I'm on the first dungeon quest, I have not yet entered as I am waiting for him.

The point you're at now, and from there on, the storylines are merged into one. So yes, you'll have the same quests and can do them together. Your friend just needs to catch up with you. When he reaches the point in the story that sends him to that first dungeon, you can both do it together.

Every five levels, you'll each want to go to your respective class guilds to pick up a class quest, and there are a few quests within the main storyline that need to be done solo (or where the instanced portion needs to be solo), so you won't always be together. But there are also sections that need to be done with a group, and a lot that can be done either solo or grouped as you choose.
