Unfortunately we won't be seeing any off-hand mechanics. Yoshi just said at E3 that he didn't want to do that for Ninja because it would be unfair to Ninja to have to gear an additional slot.

Pyrotechnics could potentially work as an all-new weapon type. Would be interesting to see at any rate. Perhaps Temari could be neat application for them. They're two balls attached to the wrist. Perhaps they could hold powders inside them for ranged attacks and throw them in like bombs with skills while being able to be up in melee range for other/basic attacks.
