Why oh why did they lock housing behind rank 6?

So this is doable by just one person? My friend is out of the country and our FC is at rank 2 right now, would be fun to surprise him with it being at rank 6 when he returns.

I didnt make it..I made about 500k alone..400k from my best friend and 2mil from another friend.
