Well, personal housing may just be that. Housing doesn't necessarily a house.
Do you see any apartment/condos in Eorzea? I sure don't. But I guess we could carve out a giant tree/rock and make some kinda apartment out of that. And maybe it'll still be a lil lore friendly. Maybe.
i always thought of personal housing being sky-rise apartment buildings accessible by the Inn keeper.
go up to the bellman NPC and select Inn room or Personal room.
its all instanced anyways and i tend to believe its the wards with the land(buildings/furniture/models/etc) themselves that have caused SE so many problems.

This is already coming to the game in the form of personal rooms accessed through your Free Company's house. Personally, I'm more excited to own a personal house outright.
Well, my experiende with personal housing in other games is that they have:
- Magic building: cheap value, same building for everyone with infinite number of apartments (small). They allow inside furniture but no outside.
- Houses per se: medium/high cost, finite number. Allow inside and outside furniture in whatever land you own. Houses usually have a maint. fee to be payed weekly/monthly. If you don't pay it house goes on auction (so if someone quits the game, the house is not abandoned)
- States/Mansions/Palaces/Villas/etc: same as before, higher purchase costs, higher mant. fee.
I'm setting up some beachfront property in Costa De Sol. It'll have 1-3 bedrooms, bathroom and a washer/dryer to clean off all the blood, scales and various limbs from your daily battles. There will be an excellent ocean views, and right out the front door you can take a stroll on the beach. There will also be a small common room to enjoy your crafting with fellow adventurers, a market board for easy buying, and a retainer bell for ease of selling.
Starting rent for the 1-bedroom will be 65,000 Gil a month. 2-bedroom 88,000 Gil a month. 3-bedroom 112,000 Gil a month. Month-to-month only. Subject to availability. Two days late on rent and I will sic my Lala guards on you. I just bought them at 90% off, so ready to use them.

Well there's FC personal rooms and they also talked about Grand Company related housing in major cities.
I like the idea of an apartment, though personally I'd prefer individual houses because I'm vain and want a personal mansion.
I think the idea of an apartment or a room to decorate in the inn room would be a good cheap alternative, kind of like if you don't want to or can't buy a personal house you can get a cusom inn room.
(Yes I know FC rooms exist, I mean for players like myself who do not enjoy FCs.)
