Talking about this seriously, it's sad, because something like this (or a rating system) COULD be used for good. In Demon's Souls, for example, you could rate a player (S > A > B > C I think it was) that helped you. That way, when somebody went to summon that player, they could see their rating, and know "Oh, that fella is really good. Ok!" or "Oh, that fella has a lot of C's. He probably trolls people." Because of the community on Demon's Souls, this system worked rather well. People rated each other properly (usually).
But to implement anything like that in an MMO? It would be an absolute mess. There would have to be a lot of checks and balances in place to ensure that people do not troll each other, rate "popular" or "notorious" players simply because of who they are, etc.



Considering trolls thrive on negative reactions to their trolling downvotes would do nothing. The best solution is simply to ONLY facilitate positive reactions to positive contributions and allow the negatives to simply go entirely unrecognised. The best way to frustrate a troll is to simply not take the bait...
