I've also never seen any 50 CRP too, even when shouting in different areas. I had to buy the weapon needed for the BRD relic quest with materia melded to it from the market board.
It's for that reason I decided to take up CRP when I finished GSM. I'm only at 44 at the moment though (Atma and myth/Sol grinds have slowed me down) but it hopefully shouldn't take long to reach 50 with Leves.
