    It doesn't do that at all.

    Firstly, Morale isn't that powerful.
    Secondly, with a i80 cap their i100 Morale gear would only just be above i70 Morale gear, which is much easier to get, but certainly should be adjusted to be even more manageable.
    Thirdly, R40 are still going to have the advantage of all their skill points, which play a much bigger role than Morale. They lessened that somewhat, by giving everyone access to the skills, but anyone with any skill points is still going to have most of their skills almost doubled in power.

    Even in Wolves' Den where you're killing each other as fast as possible, so a difference in Morale is actually noticeable, there are plenty of people who can testify to crushing i100 in subpar Morale gear. The difference between i70 Morale and i80 Morale would be so minor it isn't even worth talking about from a balance perspective, and for PvE players, like I suggested earlier, they can just be given a buff that provides Morale; it boosts your Morale up to a cap of i65, so people with Morale gear get nothing from it. Then there is only a difference of i15 between everyone in Frontlines, but Morale is still there to provide an incentive to continue doing PvP on a regular basis, be it Frontlines or Wolves' Den for speedier progression. Again; comparing a PvE games PvP to a pure PvP game is inane. PvP games have an insane amount of popularity behind them and plenty of variety. FFXIV has.... Wolves' Den and Frontlines....
