We can speculate for days, but the simple fact is that we don't know what Ninja will be based off of. If they are to keep the current stats as is they could do one of two things: Make ninjas based off strength, which would be the logical thing assuming no other changes to the fundamental way stats work are made, OR make ninjas based off dex and modify the tooltip for dexterity to reflect that it no longer only affects ranged physical damage.

They could also add agility to the game and have Ninja based off that. And for that matter, in many many games I've played dexterity and agility are not the same thing. Dexterity is typically used for an accuracy-type stat(ranged damage or just straight up solely for your hit chance) and agility is typically used as a nimble-type stat(evasion and/or agile melee dps scaling).
