Evasion based damage mitigation doesn't mean it has to have a low HP pool.

Not at all, rogues come from thiefs, thief job comes from a rogue rogue using a thief soul stone to steal Garlean battle plans, level 50 job quest has you planting incorrect plans and leading them into an ambush. Fits with everything I've heard so far .
