I think you can actually try for fun, the lock out for the turn is if you actually cleared the turn. (ie. clearing extreme turn 6 means you move on to normal/extreme turn 7)
This will be for the super hardcore that can do 6-9 effortlessly and probably have all the loot they want already.
I quite like the idea of releasing fights the development team aren't sure are beatable to see if they are. It's a test for the elite to show the development team what they're capable of.

if I understood it right, watching the openning CS in a turn in Brutal will lock you for the week in Brutal for this turn.

there's no accurate way to know how much of the population is clearing raid content but we do know that according to yoshi team they have stopped buffing first coil because they have seen satisfactory number of players clearing it and are continuing to do so. What is this number? 10%? 20%? we don't know, but it is within SE's projection that's for sure.
Secondly, the official forums does not reflect the majority player base's opinion. Complaint threads are the most prevalent because it's the nature of people to complain when they find something they dont like or disagree with. The people that are satisfied has no reason to start random feel good / thank you threads, therefore the opinion will be skewed towards more negativity. this applies to any forums of any kind, just look at the official forums of any game/appliances/products..etc.

Last time I heard about it, it was roughly at 5% (2 weeks ago). All players' numbers shouldn't be that far. except this game does not consists of only ps3 and ps4 players, the numbers don't reflect majority or minority of the players. only SE themselves know the numbers.Actually there is. It doesn't matter if there are 20 PC players for 1 PS3/4 player, fact is, if PC and PS3/4 players have equal skill/chances to defeat the content (which I strongly believe), numbers found for PS3/4 are pretty accurate for PC too.
i.e, PS3/4 percentage of completion is more or less total player percentage of completion.

1) since when aren't legacy players able to play on PS3/4 ? I'd be curious to know..... no this is wrong. console numbers definitely doesn't reflect PC numbers, let alone the whole community. To start with, a good number of PC players are legacy or transitioned from 1.0 while PS3 players started with 2.0's launch and PS4 players at 2.2. Most console players are new to the game, naturally their completion rate will not be comparable to 1.0/legacy/PC players, which had a good headstart on content.
But with the introduction of 2.2 and echo buff we are definitely seeing an increase in people clearing raid content, consoles or not, specifically turn 5. To be honest, as of now, FC are clearing SCOB faster than BCOB when it was released in 2.0, mainly due to the increased in soldiery token, more options to gear and such.
2) we're talking about content that is 9 month old. Even "PS3 players who began fresh in 2.0" had way enough time to try and/or kill it.
3) Most players are new to the game, nothing to do with legacy or not.
You can't just assume that because there are legacy player on PC, PS3 players are behind in terms of completion. That would be totally wrong if you consider 9 month old content. (ok, 7 month if we count from 1st completion of T5)
