Most likely and since it's E3 having a trailer like this makes sense considering how big the crowd watching E3 is. The live letters is most likely where we will see the newer stuff.

Or, maybe we will see her during 2.3's main scenario as a tease for what's to come on 2.4 (they DID state that they would set the stage on some stuff concerning Ishgard before the expansion).
Besides, take a close look where she is: Snowcloak, the route completely blocked by ice. Hint at a possible opening/zone?
