    can't access amdapor keep

    I have tried accessing this dungeon for a while for the quest "A Relic Reborn" but can't. I go to where I'm suppose to be at butI ddon't see anything and I have done everything else

    AK has additional requirements to be accessed.

    I see that you have Chief Serpent Sergeant.

    If you attempt to rank up to lieutenant, you should get a quest sending you to... Amdapor Keep.

    Of course, you will still need to run to its entrance on first attempt to enter.

    You're close, give it a try and see if that gets you what you need.

    You can also unlock it by talking to Nedrick Ironheart in Vesper Bay. He unlocks a bunch of dungeons.

    Access to the dungeon has been changed since 2.1 if I not mistaken. Instead of levelling grand company rank to access it you will need to talk to Nedrick Ironheart in Vesper Bay, he require you to clear Aurum Vale before you can have to AK.
