I used to do that, until I got an all french party. I couldn't understand them and it went kinda bad, and I felt like it was my fault for picking a language I didn't understand.
Auto-Translation helps a lot, if you are not fluent enough in a certain language. Most Runs i join, regardless of the language, people tend to be silent beside "hello" and "thanks for the run".
1. Make Friends on your server.
2. Queue with them.
3. ???
4. Profit!

I have done that in the past, have all languages checked to get a faster queue, but I had some horror stories so I don't bother with it unless I'm REALLY desperate. That being said, I don't tend to have very long wait-times as a DPS. Even if it's longer, I have other things to do (like crafting, etc). Unless it's CT. Then that's just ungodly long and I don't even bother.

I have no clue what world you people live in.
As a DPS I've never queue for more then 15 mins often less.
Commendations.
If I play dps I only give it out to other dps.
If I play tank I only give it out to healers.
If I play healer I only give it out to tank.
Only if they should be getting a commendation.
There are always exceptions to the rules!
Never a mind was changed on an internet board, no matter how good your arguments are...
