Ok, in the past you could use light strike as a pugilist to keep the evasion bonus active at all times. With the recast being so high, you now only have it up for 1/3rd of the time.

Considering pugilists are evasion tankers I think either the MP cost and the recast time should be lowered both by 2/3rds and the evasion time doubled to 20 seconds or keep the cast time and MP charge the same and as is and let the evasion bonus last 60 seconds.
