They just mentioned that it's server maintenance, there's no mention anywhere of a patch to download (which is usually stated in such notices if included). So it's likely just to fix the connection issues people have been having over the last few days.

I'm thinking it's an emergency maintenence to fix the latency issues across the worlds. But, they could also do the 2.28 hotfixes as well if they had the patches ready for those. Lag, is probably the safer thing to bet on being fixed... LOL

Judging from that the fact that it says "server maintenance" I am inclined to say (and am hoping) that it is to fix the 90k & 2002 issues (among others). Hopefully. I was 90k'd during a Praetorium roulette and when I got back, it wasn't displaying any ground effects, not even targeting recticles that show at the base of PCs & NPCs. Needless to say, doing Prae from Nero onwards was an interesting challenge when I wasn't able to see things like plumes, voids, the electrical bad stuff surrounding the edge of Nero.

Drop rate is fine. It shouldnt drop often from FATE.

See it as you need 75 days to get the Novus, and you get it one day sooner each time you get an alexandrite via FATE.

Since number 32 can't be completed yet because of a bug Odin weather will not be a problem ^^.

I'll venture a guess and say 018 sightseeing has been gated waiting for this ninja patch.
