Yoshi has stated on the past that he wants the hardest fight in the game to reward the best weapons at that period of time. This is exactly why they increased the ilvl of allagan weapons from i90 to i95.

The same as it is right now, you have novus which are i110 and high allagans which are i115. I see that relics will get a further update only when the third coil is available and we have even better allagan ones.

And so the cycle repeats itself again and again.
