I would be very surprised if such an alternative system wasn't introduced before/alongside PS3 launch.
The big problem I can see with it though, and why it might not be implemented yet, is that unlike XI where you had unlimited access to all abilities on your main job/your sub jobs level now we set specific actions from a large pool. This doesn't make your system impossible (they just have to disable all non-equipped abilities from the menu) but it does make it not quite as simple to implement I'm sure.
I would go nuts if I had to use the main menu to do anything in battle.
