the relics weapon deserved to be a ilvl 115, not ilvl 110

I disagree, OP. Beating T9 requires dedication and skill from one's self and one's team, on top of getting lucky with the drops (1 in a 9 chance to get your job's weapon per weekly kill), whereas these new relics require time and patience. Even if it takes a lot of effort, you essentially spam easy-to-do stuff all over again and can achieve it playing solo. Neither of this applies to getting the High Allagan weapon. i110 is perfect to keep it relevant and good, but making it so that there's something for the raiders to look forward to.

Just to clarify, I am basing this on the pre-2.4 status quo (HA 115, Novus 110), who knows if the system is going to change later on, with the next tier of relic upgrades requiring you to do something not soloable. If that becomes the case, then yes, I'd say it would deserve to be equal in ilvl, but if the current pattern continues, then the relics being -5 ilvls to the latest turn's weapons sounds fair to me.
