Where can i get those Alexandrite Map? Do I MUST finish the 3 stupid ink before i am allowed to quest for the map with the expert roulette?

Yes, because turning in the inks will unlock the quest for the maps. Not sure if you can still receive them from FATEs, even if you didn't start the quest.

Dumb question from someone whose never done any treasure maps or maps in this game.

Do you have to be in a party to do the maps?

No but it's recommended to have somebody else with you. It's easy to die and if you die, you get nothing.

You get 1 map per day for free by doing a simple task. Otherwise you have to buy the maps for 800 myth a piece.

If you do the alexandrite map in a party, is there a chance that someone else in the party will get the drop? Or is it set up properly so that the owner of the map will always get it?

Pretty sure if you are the map owner, you get the Alex.

There's 2 ways to get a map.

Daily quest (limited per day).
Myth (800 myth per map)

Edit: You get straight up Alexandrite from Fates if you have your animus equipped (very low chance to drop)

If you do the alexandrite map in a party, is there a chance that someone else in the party will get the drop? Or is it set up properly so that the owner of the map will always get it?

Seems to be only for the individual, which is kind of surprising since all the methods to get the maps requires a group.
