I'd have much preferred it if instead there was only one condition, but you don't get the vista message unless that condition is met...

Actually, you do get the vista message regardless of time/weather.
So you can locate the spots anytime, and then you can try to figure out the right time and weather (or wait for it if you already know)

I've found much more spots than are registered in my sightseeing log.
