I found the 4th one, but unsure how exactly, lol. It's the one in Middle La Noscea, by the Skylift. I was looking out at the spot where that Roe female is also looking out, and got nothing even though it said I was in the right spot. Then the time changed to 4pm, the weather changed from that blank "clear" to the sunny "clear" and it worked.

And yeah, that first one. @_@; I swear they made it extra tricky just to screw with us, heh. Got the spot, but apparently the skies aren't azure enough or something.

If that's just what the person was doing at the time, it may say what they did afterward?

Entry #20: X:21, Y:20, Eastern Thanalan. Highbridge. Down on the little scaffolding beneath the bridge facing the statue. Did /pray at 6:15am Eorzean Time, fair weather, got the completion.

Found 01 at Limsa upper decks at 10,7. Not sure of conditions.
Point 02 is at Limsa Lower Decks at 7,15 around midnight.

Since Weather seems to be a must have condition, didn't they announce something like an NPC telling you the Weather forecast for the next hours? Is this included in Patch 2.28 or will it be 2.3 or later? Sounds like it would be quite handy to have it now. At least I hate it when I have to catch fish and depend on Weather and have no clue how long I need to wait till it changes to what I need.
