See the way the back flairs out? I'm pretty sure if the tail was allowed to do its 'normal' animation, it would clip into the bottom part... So, this is the developers' way of avoiding that... but, it could also be a stylistic choice, too. I really don't like this set and I'm glad I can glamour over it. Unfortunately, my main is SMN and I glamour over all my soldiery pieces with AFv2... buuuuut, when I play my BLM, I am stuck with this appearance because SMN AF is not available for BLM.I really, really, really do not like the stiff tail. I could have lived with the weird tutu and odd flaring, but the tail is the thing that really bugs me more than anything. To each their own, I guess, and I can only assume there are people who like how it looks.
Except speaking from a purely cat-language their tails only ever stand straight up like that in one of two instances when they are saying "F-You" or "I am really peaved off right now!" where I substituted Peaved for a certain other 4 letter P word that basically means the same thing only more resolutely.
Obviously the developers don't have anyone on their development team who owns a cat.
EDIT: Also, what you guys are obviously missing in regards to the outfit is that it is obviously losely inspired by the Harlequin Trope or as it more commonly is referred to as the Court Jester. And as such it is an homage to two characters from two of Square-Enix's (then Square-Soft) older games. There is of course Kefka from Final Fantasy VI... but there is also Harle from Chrono Cross.

The whole design is really weird... Is it meant to be based on Kefka or something? It's kind of jestery
They could have just put a notch in the frilled part. A lot of pieces have notches in them so the tail doesn't clip with anything. It makes little sense that this was a design choice...unless they are testing something like the old heavy dark light tail armor from 1.0 (which they scrapped to allow for a tail length slider)
