I was able to get #39 at 5:56am in the rain with /lookout. Rain doesn't make sense, so I wonder if it's weather irrelevant.

It's hard to get the weather in the english client, thats true. But in the german client the text says "bad weather break" - so yes, it needs rain and not any other weather ^^
