got #48 to complete at 1 PM fair weather

About that, if you try to spam the good emote during those few minutes, it will display a red message on the screen saying you can't do this one. If you select the emote only once it'll just target yourself, if you select the emote twicein a row or more it'll display the message.
So it could be used to know if an emote is used at 0:00, 08:00 and 16:00 with the last weather.
For exemple (it happens to my wife) if for the #5 weather is overcast 0:00 -> 08:00, if you spam /lookout during the transition phase it will display the red message.
It happens to us for #70 too.
If others people can confirm this it could reduce the time for search.
Maybe it work when previous weather is another one. In this case it would only give us info about time.

#71 is not clear weather, 8am - 4pm. Tried every single emote multiple times every hour and nothing. From our English text, which mentions "soaring in the azure", snow/blizzard/fog/overcast make no sense and so I don't know. At a loss here.
Update: Not fair 8am - 4pm...
Presumed dawn clear/fair, which I've yet to see.

Thought that I would post this here for reference, this is a japanese Dev response to feedback on the sightseeing log:
Translation:
Thank you for the feedback.
The timing is yet to be decided, but we are considering to soften the weather criteria.
For example, we are planning a change that will make it so that you will fullfill the conditions with either clear or fair weather.
So in other words, it seems like a change where clear and fair wheather will be considered the same is in the works. The post says "for example", so there might be more changes.
