#71 has a seriously complicated description. Just go inside the tower and climb the stairs then at the top of them, jump onto the vista.

(using controller, key with /sit bound did not get the result, had to type in /sit after a few attempts failed)

#22 Atop Summerford farm, inside the "bar". Jump on the chest of drawers, then to cupboard, then to lamp ledge. From it, sprint and jump onto floor wooden division and walk to the wall and jump on the lamp ledge to get to the vista (vista is from my POV to show how to access)

You can just jump up between the vista spot and the screen thing, then onto the screen and onto the vista from there.
