The Sightseeing Log can be unlocked by completing the quest:
A Sight to Behold - Level 20
Location: New Gridania (X:11 Y:13)
NPC: Naoh Gamduhla
Pre-requisite: Players must first complete the quest "Sylph-management."

The Sightseeing Log can be accessed under Logs in the Main Menu. It initially contains hints for sights #001 to #020. Once you have completed these 20 and unlocked the first achievement, visit Milith Ironheart at Apkallu Falls in Old Gridania (10, 6) to unlock access to #021 to #080. Sights that you have unlocked can be completed in any order.

Vistas are often difficult to reach, some requiring sprinting or jumping, and are only recorded upon discovering their exact location, as noted in the Sightseeing Log. If you are in the correct place, the chatlog will display the message "You have arrived at a vista!", even if it is not the correct time or weather. If this hasn't appeared in your chatlog, then you're in the wrong place - some locations can be *very* specific!

Weather/Time:
Weather changes daily at 0:00, 08:00 and 16:00 Eorzea Time. Although the icon changes a few minutes after the hour, actual weather changes on the hour, so unfortunately you can't sneak in an emote a couple of minutes on the previous weather system.

Unlocking Vistas:
Here's a spreadsheet that's more of an infographic from all of your results listing zone, co-ords, time, weather, emote and a link to the screenshot of the vista point in this thread. If you get really stuck, use it in combination with the specifics in the spoilers below.

I recommend making a copy to your own Google Doc so that you can hide the rows of the ones you've personally found so that it becomes easy to see what you have outstanding. For those who would prefer the data sorted by time rather than #, I've added in a Period (P) column for you to sort by.

Specifics: Climb up the wreckage. Once on the first 'rib' of metal, jump up a small way to a miniscule foothold on the edge of the wreckage. From this point, execute another jump to land on the back of the wreckage. Run to the top and jump off to land in the tree below.

lol, managed to find one before the servers kaboomed. It was in Middle La Noscea, by the Skylift. I was where I was supposed to be and it wouldn't take it, then the time changed t 4pm, the skies went from that blank "clear" to the sunny "clear" and the look out emote worked suddenly. Still trying to figure out the right times for the other ones before it. Found the spot for the first one, but the time/weather must be off cuz it wouldn't take it. This is turning out to be much trickier than I imagined!

001 - Northwest out of The Bismark in LL Upper Decks, there are two sets of bricks set into the wall there. The western set of bricks is the Vista location. Weather/Time/etc: Sunny (Azure Skies), maybe just a reference to daylight or a clear day. Also possibly Windy (blowing sails?) Unknown emote.

002 - Climb to the top of The Astalicia (the ship there), and go east towards the bow of the ship. Climb the pole extending from the ship and go to the very tip. Weather/time/etc: Dark (after the sunsets, 8pm ingame time?). Other weather/emote unknown.
