Reddit has a post of someone on their tier 2 materia after 7 melds.

IMO it depends on the cap. I mean, the 4 tiers can be splitted between the maxium stat cap. For example:

Stats with a 44 cap (11 materia/tier)
Stats with a 31 cap (7/8 materia/tier)

Curtana and Holy Shield are the exception here, because they have different caps compared to a full weapon, so they maybe need less materias in order to get a higher tier.

You need 49? Did you gather 26 pieces allready? O_O

Curtana needs 53 Alexandrites and the Holy Shield needs 22 Alexandrites =75 total. I'm upgrading my Curtana first.
