Relic weapons have always been intended to be the extremely time consuming option of progression.

That said, literally the only thing more powerful than them now, given that you have substat control on this upgrade, is the Second Coil finale reward, which it seems that so long as Coil exists will always be the case, and only an extremely small fraction of players will realistically be able to obtain. Even the Unidentified Allagan Tomestone weapons you can pick up that are i100->110 don't have controllable substats, and while a larger amount of players should be able to obtain them, it's still an extremely small number.

Novus, meanwhile, is better than the Tidal Wave weapons and will be better than Ramuh EX weapons too, since those are apparently only level 100.

Hell, depending on what the weapon damage difference is between them and the Turn 9 weapons, they may be better due to being able to be more optimized in substats selected in one or two cases, though I'm not sure.
