So the issue here is that the OP mistakenly input wrong cc info and got verified for some reason (this is very odd), then had problems paying with that afterwards, so SE locked the account, one, because the subscription fee wasn't paid, and two, because of credit card fraud policies. Assuming what the OP says is true and is not a credit card thief in disguise (never assume anything on the internet), then that sucks, but I don't see any wrong doing on SE's part. The OP could try raise it with the BBB, but I don't think he would have any case.
This is just sad why can't you just pay like a fee and get your account back and top of it all it's there system issue. XD i hope you get your account back

I wish you luck , I know a friend lost his account on FFXI due to poor customer support on their behalf. Anytime I've wrote to a GM or support in FFXIV I've gotten an automated response; even though I've asked otherwise specially.
