PC hardware surpass recommended but still low FPS

today when I changed the GPU out.

That mean you changed to this video card? If so that maybe the issue, did you have an amd card before? Risidual drivers maybe the issue.
I assume you did a clean driver install and not just overwrite the old drivers. Finally... you should turn down ambient occlusion and stuff like that, as it can hinder fps w/o offering much to you.

Kewitt pretty much nailed it. While you have a newer 7 series card, the model and power of it are below recommended. X60 > X50

Generally speaking, that 750 Ti should be able to handle the game - however, not with the performance you are expecting (60fps). This would be especially true at higher resolutions as the card is handicapped by its VRAM's bus speed (128 bit). There are a few things that you could stress, to increase your performance overall, but I would think the ideal scenario would probably to replace the card with at least a 660+.

Things I would recommend.

Download GPU-Z and see if the card is being ran at PCI-E 3.0 or 2.0 speeds. I would recommend using a PCI-E 3.0 slot for this card, also one that has a x16 lane. This can be viewed in GPU-Z under "bus lane". I recommend this because motherboards can be funky sometimes and when changing graphics cards, I have noticed that my bios likes to override my PCI-E settings - which limits my bandwidth. Also doing this through GPU-Z can verify if the slot is 3.0 or 2.0 as well, without having to open up the pc or touch bios.

Power settings. I could not stress this enough for gaming. Most PC's, laptops and modern OS's feature some sort of power saving feature - or many. If your power settings in windows are set to "balanced" or "power saver" you could be losing quite a bit of performance for gaming - or anything for that matter. I always recommend using the "high performance" setting in windows, and limiting, or turning off any bios options for additional power saving features. This game is CPU heavy, and while your card is not a top performer, you really shouldn't be having issues playing in "standard" quality at a 1080p res. Similar to GPU-Z above is CPU-Z. This can be used as a tool to see what your current CPU clock speed is. If you run this and your CPU speed constantly fluctuates, or is lower than its rated speed (or the overclock you set?) chances are you have a power saving feature turned on. Again, this can save power and money on your utility bill - but at the cost of lower gaming performance.


Processes running in the background. Perhaps you have a program that is running in the background that is bogging everything down? A lot of anti virus programs have been known to steal quite a bit of PC power while scanning, same would go for windows updates and a multitude of other software. You could be a control freak about it like me and monitor your task manager like a hawk, or do it the lazy way (which is still a good way IMO) for this, I recommend game booster. Amongst quite a few other things, can temporarily close any non essential or needed background processes/programs at the click of a button, to free up your PC more. Additionally (and I apologize for writing a book) indexing can be a huge culprit for CPU performance loss. I always make sure to turn indexing off.

There are a lot of interesting responses I would like to debunk, but I am too tired. I also apologize for writing a book, I saw your post while I was at work earlier and I could not log in to respond, since I didn't have my security token >.>.

Please know that the DX11 client is not going to work better for your card. If anything, it is going to perform even worse, as a DX11 client would require even more GPU power and VRAM. It sounds like your drivers are ok, as you only just swapped out your card, and then your issue arose (from my understanding), and I would also recommend using standard settings for your card in FFXIV.
