At release Yoshi said he didn't want to use up those instance servers and slow down que times for people needing to do those dungeons for story line progress. Since then though, they have jammed all the dungeons into one system where they share all the servers, and there aren't nearly as many people needing those now for story progress, so the answer is probably either they don't think this is worth their time right now, or they can't figure out the programming to get this to work.
There are server stability concerns, among other reasons. Even when 2.0 launched, it couldn't handle the flood of story instanced content. I don't know if that'd be a problem now, but it's understandable that it's not a priority or much of a concern for them yet.

Level Sync. Which is a fantastic feature, it means lowbies don't have to skip dungeons like in WoW when they are levelling only to return to do what you are proposing in the OP.
I prefer the helpful level sync to the selfish solo dungeon mode.

It's selfish to want to casually solo old content I already leveled through instead of being your queue partner for your "challenge"? Who's being selfish?

I would very much like the party restriction removed for old dungeons.
Hell, even if I don't receive a reward. I just want to explore at my leisure, or even with just me and one or two other people for the heck of it.

As of now, the game is still VERY young and the dungeons are a teaching tool.
I'd say it's far too soon to even consider this for now. Keep in mind, I'm not shooting you down, I just think it's entirely too soon.

No to things that turns MMOs into a single player games.
There is that grievance too.
However, this is one of those things where it's just a matter of time, but the question is how much time will be necessary for this game. With FFXI, for example, it took over five years for them to decide make the game where I could do things like solo Diabolos and trio Divine Might. Which DM was once an 18 man fight.
