I just logged on hoping to do my hourly behest. I'm Rank 20, and I need to be Rank 25 to do dungeons. I was the only one at Camp Horizon behest. Usually, at the minimum, there are 4-5 during non-peak times. Now, at 5 p.m. PST, there was no one.
