Is there a reason why we cant access these armours?

I know there was a thread about this before about specific armours for NPC's etc such as Thancred,Minfilia etc. however this is just a guy outside the Uldah'n weaver store beckoning customers in, now i know you can get the initates gown which is the base model for this but none with the "coeurl" pattern, aswell as the felt beret and so forth. just curious if theres plans to get any form of this kinda included. i mean i know literally one piece that uses the coeurl skin pattern and thats a tank armour.

Other than unique patterns, I'd kinda love to have some of the outfits which seem NPC-specific right now. Like the stuff that citizens of Ul'dah wear, with the dark fabrics and gold jewelry.

well what first appealed to me was how the goldsmith garbs are all covered in jewellery on the turban and such, but then i started noticing all these different patterns and such throughout NPC's with the basis item being something obtainable, it would make vanity that much sweeter since it means we could vary our looks even further. im pretty sure someone out there wants a leopard print bikini.

This is the shirt I've wanted (not entirely sure why Rowena's look was changed with 2.2) for so long. I do hope they make this armor obtainable :/
