Housing Permit. Market Board.

So after buying the plot of land it says I need a permit to build.

There are people selling permits on the Market.

Will it work if I buy a permit from them? Lets say for example its a glade permit despite me living in Mist. Will it build a basic wood glade house on the spot?

I ask simply because replacing the walls and roof is cheap. But the permit itself is quite expensive. So I'd like to buy a permit someone is selling on the markets for half price then just replace the roof/walls.

But I worry it wont work that way. So I'm here on the forum.

You can buy them, but they still have to be where your house is. So simply, no you cannot purchase a Glade Permit for a plot of land in the Mist.

While on your plot, from the red mini-bar buttons, Social > Housing. You buy the plot from there.

As said above - you can only use the house permit in the area (Mist, Goblet ...) for which it was issued - it actually also says so in the item description. Also - unless somebody is sleeing cheaper the exact permit you need don't bother purchasing it from MB, just purchase it via Housing option while standing inside your plot.
