This patch I think is really only the Novus Weapon patch. Don't know what else they'll do during it, perhaps kill off a few RMTs for us?

This is what's been confirmed for 2.28 from the Live Letter:

Zodiac Saga - Novus Stage
The third stage of the Zodiac Saga will be added in 2.28
Players will be able to upgrade their Animus weapons to the next level, called 'Novus'
From Novus onwards, you will be able to customize the stats on your Relic.
This upgrade will be carried out through the use of 'Sphere Scrolls'
These scrolls will be obtained through the use of Alexandrite, a new currency of sorts.
Novus Weapons will be i110 and give your Relic a new look.
PvP - Update
Further adjustments to PvP will be made in 2.28, in preparation for the launch of Frontlines in 2.3
All PvP skills will be unlocked from the start and will become reset-able freely, so people can jump into the PvP more quickly.
Duty - Roulettes
Expert Roulettes and High-Level Roulettes will be open to be undertaken as a Party.
Gear - Repairs
Repairs from Players will be able to restore Durability up to a max of 199%, to encourage using DoH's rather than Mender NPCs.
Logs - Exploration
The brand new Exploration/Sightseeing Log will be added in 2.28
According to talk in the Live Letter, it will feature things like getting to weird places, and jump puzzles.
Misc.
'Thornmarch (Extreme)' and 'The Whorleater (Extreme)' will be added to the Duty Finder
Auto-Sort option of the Party List when in a Duty
Pet behaviour while jumping will be adjusted
New objectives in the Challenge Log
Filtering and Sorting options in Expert Delivery
Filtering options in Crafting Log
Echo buff will be applied to Companions
Displaying the map through the Gathering Log
Equipment Preview options
Adjustments to the Commendation System. Commendations will be able to be given out when queued from a Party.
Adjustments to the Party Finder.
FATE Progress will be shown on the Map Icon.

Aside from the Novus Weapons, it's mostly a QoL patch.
