ignoring hops 15 and 16 where you finally hit iweb where the servers are because they always give odd numbers due to their configurations, your problem is your connection. Each of those % numbers stands for your loss at each leg of the trip. You are getting a few % of loss on each hop which frankly is what's likely giving you problems. You should have 0% the whole way down.
