Wish this was lore based, but it is not. They use standard weapon designs which have a length based on model height. They also have a hanging weapon stance. The sorter right arms are so the weapons don't clip into the ground particularly the axe weilders.
Ixali culture states that the right hand is for fighting, the left hand is for fun.

They could. They lost this ability, which is why they developed dirigibles.
