Thanks for the explanation. so whether i can transfer my character depends solely on whether there's "space" on that certain world?Technically you could, though if you're thinking of transferring back and forth idk why you wouldn't just create a separate character on Balmung and level it a bit to see how you end up liking Balmung. It costs somewhere between $15 and $20 per transfer, so it's not something that you would do on the spur of the moment just to visit. Also, if you're looking to transfer to a legacy server, keep in mind that you may have to do that during off hours because they tend to fill up quicker than the rest during high traffic hours, meaning that the transfer service will be temporarily unavailable for them. If you have trouble getting onto Balmung, just check back at a different time of day.

In general, yes. You can check here to see which servers are locked due to "periods of high congestion".
Originally you weren't allowed to transfer off of the legacy servers and at the ps4 launch you weren't allowed to transfer to the 3 brand new servers. Those restrictions are to preserve the economy of the newer servers. I think both of those restrictions may have been lifted but I'm not 100% sure.
