You need item form Turn 8/9 (Sand of time) to upgrade Weather Armor. also SE plan to have new Crystal tower drop them as well in 2.3.

Sands of Time are used to upgrade the Weathered weapons, not the armor. Armor requires Oils of Time from Turns 7 and 9.

This is wrong. Sands of time upgrade any weapon or armor on the left side of the character equip screen. Oils of time only do accessories which are on the right side of the equip screen.
