if you're worried about trolling, that happens anyways. legitimate trolls do not care about their online ID's reputation. in fact they feed on people knowing they are trolls and having that moniker attached to them. case and point: Crystal Tower
if anything, being able to go /anon would be more of a safeguard from the trolls. it would make it a lot more difficult for the malicious ones to find/track you
sure blacklist works, but dont think people arent beyond creating new characters just to troll people. i have friends that have been followed to new servers by people that disliked them just so that they could grief them on a new server
Sorry to hear that, but report - harassment. With what you just mentionned here, in about 15-20min they will receive a tell from a GM and then. Perma ban.
Now if they still wants to open another account just to harass: you do the same. If they are Millionaires, then bad luck. (IP ban would be another option) Otherwise they will find easier prey that won't report them.

I found the opposite to be true actually. In Crystal Tower, back when Ready Check was introduced it's user was anonymous, and although it was mostly used in battle to make people fail dodge mechanics it was also spammed outside of battle just to annoy everyone.
Then as soon as the devs added into the logs the user, the trolling suddenly stopped. Any few fools who would would continue soon realized that they'd be quickly kicked and could no longer troll.
