Is there any information or which city state each race is most likely to choose?
I imagine Seawolf Roes would most likely land in Limsa.
Would Hellsgaurd prefer Ul'dah?

The cities are a lot more diverse now than they once were; the Waning of the Sixth Sun talks about how early in the Sixth Astral Era, the races isolated themselves with the Lalafell in Belah'dia, the Roegadyn in Limsa Lominsa, and the Elezen in Ishgard. The rest of the holes can be filled in a bit.
A quick and dirty list off the top of my head:
Lalafell
Originally, both clans (plains and dunes) built a city called Belah'dia, but fighting between the clans split the city into Ul'dah (dunes) and Sil'dih (plains). Most plainsfolk you see nowadays are in Limsa, but Ul'dah remained a dunesfolk center even though you see a lot more midlanders (who came here in droves) and highlanders (often refugees from Ala Mhigo) there these days.
Elezen
Elezen were once the most populous race in Eorzea, believing it to be theirs by right as a gift from the Twelve, but the huge migratory waves of hyur put that idea down. Nowadays you'll mostly find the Wildwood in Ishgard and Gridania, though many Duskwight resent city life altogether.
Hyur
Huge migratory waves have made them populous in most areas (aside from the still-Elezen-dominated Coerthas, as far as I've seen), though the highlanders seem to have concentrated as tribes in Gyr Abania before they consolidated into the city of Ala Mhigo. With Aha Mhigo under Garlean rule, many highlander refugees have moved to Ul'dah.
Miqo'te
Seekers of the Sun tribes appear to have settled all over (aside from the still-Elezen-dominated Coerthas, as far as I've seen). We know of concentrations in La Noscea and Thanalan. Keepers of the Moon, however, seem to have taken up in the Black Shroud and divided a bit in terms of those who integrated with or resent Gridanian culture under the Elezen / Hyur. You can often see this clash where the Keepers of the Moon see themselves as hunters whereas the Gridanians seem them as poachers.
Roegadyn
It seems both clans came from the Northern Islands, with the Sea Wolves among those founding Limsa Lominsa and the Hellsguard settling Abalathia's Spine and eventually coming south to taken up as mercenaries in Ul'dah.
That should be fairly accurate, though I'm known to make some mistakes when I fire from the hip before digging out the tomes, lol.

If you're going off of the base lore of the classes then I suppose Lala's being magically inclined would chose Gridania, possibly even the Elzen too . .. . maybe to some extent the Mi'te too....
actually, I have no opinion of this, there are arguments to support any of them liking anywhere, with the exception of the Sea-Roe
I commend your effort with language!
FFXIV has certainly taken a different route as far as "origin" cities are concerned. They're no longer pegged to our characters' race, but rather to their starting class. That's likely to be a deliberate attempt to make players look past race, and build a world that's based more on ideology than ethnic nationalism.
For me, the three city-states represent the values of pragmatism (Limsa Lominsa), profit (Ul'dah) and preservation (Gridania). And all the classes and disciplines associated with each city ultimately revolve around those themes.
In short, it really doesn't matter which city is the "more likely" origin city, based on race. But I can see where the OP is coming from, as I had asked a similar question some time back, about which parts of Hydaelyn the races originally came from, to get an idea of where in Eorzea you're more likely to find them.
Incidentally, the way I rationalise the sheer number of miqo'te adventurers all over the realm is simply to imagine that the catfolk, being relatively recent arrivals to Eorzea, still retain their independent, nomadic habits. Hence their proclivity towards adventuring. To some extent, the same can be said of the hyur. The reason you won't see quite as many elezen and roegadyn is that these folk have largely settled into sedentary professions, and are less likely therefore to be roaming the realm.
One thing I would add to Moose's summary is although the Duskwrights are not integrated into Gridanian society they are still normally associated with the Black Shroud and Gelmorra.

Thanks for the info Moose, I've been looking for some stuff on the Belah'dians and the temple of Qarn.
I always kinda theorised that the Belah'dian civilisation might have been predominately Miqo'te, with the temple being devoted to the sun goddess and the Sun Seeker nomads making their home in the nearby deserts. There's also the fact that I couldn't find a single Lalafell statue when searching the ruins, but I did notice that the final boss (as well as the statues around the room) are hyran in appearance with what seems to be a tail coiling around them (though of course this may be purely decorative and does like kinda like a serpent's tail).

There's a Miqo'te Seeker of the Sun clan settled in the South Shroud, but they're pretty clearly at odds with Gridania. It can be assumed that as such, they're a lot more organized than their moon counterparts, but get pretty viciously territorial.
