I think it depends on who you are partied with. If they outgear you by a good margin, keeping aggro is trickier, which is often inevitable in roulettes.
I had a party even advise me to make flash a regular part of my rotation while I am leveling.

There are a lot of things you don't "have" to do that you should be doing. That's one of them. Especially at the low levels. Flash is more enmity than a combo'd Savage Blade, against everything around you. Nice DPS will accomodate you. Mean DPS will just take hate and kill it without you.

But if a GLD/PLD has no problems with keeping hate without resorting to Flash spam, it isn't something s/he should be doing, ideally.
