No, they are completely dumb and a waste of code space.
Sadly i remember yoshi-p or dev saying that this is something there not looking into. SE is more of make everyone comfortable and not add stuff that would make players uneasy or something that would make them rush to get something only one person or a set of players can get. They want to give everyone equal footing. There a lot of players that love to get every achievements and if you add this type of achievement it would make it uneasy for them.
Blizzard is very known for doing first world achievements and even making achievement of a player like leeroy jenkins even making a title just for it. Leeroy jenkins became so famous in wow that he even in there new F2P game hearthstone.
Sadly i don't see SE adding this even if they did you may dislike the system. Best thing you can hope for is when a new raid come out is out do bluegartr to the finish line so maybe yoshi-p would say your FC name in his letter.

And they realized how much 'first' type achievements suck and are removing them.
That good news for wow theni never really enjoy first achievement anyways. Best thing would be they adding a achievement of you becuase you did something great in FFXIV or yoshi-p say how quick you won the new raid.
