A simple Woolen Halfrobe would do it for the start

It does exist though...Its called the Velveteen Robe, lv31 craft (right on top of the 31-35 page)

The craftable Velveteen Robe uses the same model as the Aetherial Velveteen Halfrobe, so I suspect that the Velveteen (Half)Robe has an unreported typo. As for why there are fewer Halfrobes as we level? I suspect its due to the designers wanting the Weaver's crafting progression to feel like it was going from simple designs to more complex designs.
