Explanation:

The problem is in the part that you must deliver a materia-enhaced mandman's whispering rod to Gerolt. I've got the rod enhaced, and it appears in the journal 1/1 whispering rod, but when I speak with Gerold, the menu to deliver the weapon doesn't appear.

Unequip it, you can't hand it in if you're using it as your main weapon

I did that, and I try puting the rod at the inventory and in the armory chest and it doesn't work. I tried everything and nothing works.

I see whats the problem, you have the wrong materia melded on your weapon, you need quicktongue III (Spell speed) not quickharm III (Skill Speed).

Then the "bug" is that the quest indicates 1/1 even when the weapon have the wrong materia.

I have some memory that while the required un-melded weapon has been obtained, it will show 1/1 for obtained the weapon. ANd it will show another "quest check" for the meldings.

Buyers beware Sometimes people put the weapon on Auction House with wrong/lesser materia on, you MUST check the one you're buying has the correct materia.
