Stop RMT Spammers - Make TELL quest ability

Please, make TELL a quest given ability already.

Because gil sellers won't know how to do a quest that would clearly be available from the moment you start your character?

Or maybe make it level limited so you need level 5 or something? Right because RMT can't gain 5 levels?

These suggestions will not lead to a solution and would only hinder legitimate players.
