There are reasons to withdraw, yes.
My suggestion for penalties involves habitual withdrawal.
I liked the five-tiered penalization example.
First withdraw within 30 mins. = no penalty, 2nd = 3 mins. & so forth.
Just as long as we get one freebie. There is nothing worse then sitting on the toilet and hearing that god damned queue sound.
Yes this is desperately need, especially with the prospect of 72 man frontline coming, i shiver thinking about withdraw trolls(or whatever) among that huge a number of peopleIt was bad enough before, but has just gotten so much worse with the advent of win-trading in PvP (combined with the gross win-loss ratio:reward disparity).
During off-peak hours, I see it app the time... I wait 4 mins for a PvP Queue, pop, 7/8, withdrawal, repeat. Occurs numerous times over consecutively.
What is happening? Either bots/trolls or teams individually queuing over voice chat trying to land into the same arena for greater rewards.
It's gotta stop right away SE. Long overdue IMHO.
Related Issue: being unable to accept a queue for a class which you've switched out from & are stuck mid-craft/combat. It's currently often too risky to fight in many areas or craft while waiting for a queue... feels far too inhibiting, lacks freedom.

Re: not being able to change class in time for commencing as DPS: WHY did SE have to add in the additional restriction that you can't teleport when you have aggo? Bad enough they took away the ability to use return. If you're queue'd as DPS for 30 min plus and say you're in a fate on a different class leveling it because you'd like to do something valuable with your time besides just running fates on your current class for atma drops- you might be able to run away without picking up new aggro and change class in time... but what about those fates with multiple targets where when it's over any that aren't completely dead are running off as invulnerable with a sliver of health?
Can't change classes to commence, can't kill enemies to change classes to commence, can't teleport to change classes to commence- what exact need did putting that teleport limitation solve? Teleporting in general to avoid getting killed out in the field is not something people really do because then they're back at an aetheryte regardless having to travel back to where they might or might not have died. So all this did is added one more complication to being able to commence.
In addition to the people who constantly spam withdraw in DF- the Scum of Eorzia basically, along with DR instabailers- we now have more reasons for ppl to not commence. Because they can't, or because people who are "OMG it's now nighttime at this sightseeing spot and I can't leave because it might rain and I'd miss this on my log so I'd better Withdraw."
Maybe the solution is using Linkshells to unite folk who aren't the type to behave like this in the first place. I agree the DF and PF spread is enough to make someone quit (I kinda did, but then went to another server of a cool FC, shout out to Hal and Shyah of Bahamut!).
There doesn't need to have a freebie, and it doesn't have to be a harsh lockout period. If you've waited 20 minutes and miss the queue, are you going to be that upset with waiting 60 seconds to get back at the end of that 20 minute wait?
They do need to make sure it doesn't affect those that drop from DF before the duty is ready. I'll often queue up low level roulette and other weak stuff as one type, and if the wait is 5 minutes plus, change to a different type and queue up as that.
