The low number of skills available to the class is by design.

Note that even though you have Aero II, Aero is still useful. The concept is to keep down the amount of useless clutter in the skillset by creating fewer skills that maintain their functionality for the long haul, rather than a bunch of skills you ultimately throw away once the next upgrade comes in.

So, you likely won't get any expansion on the skills you have until the next raise in level cap. Which, in my personal opinion, is just fine. I play on a controller, for my alt character (Arcanist) as well as my Main (Dragoon) And on both classes, I already feel like expanse of the controller is somewhat strained without extensive macro programming. It will be difficult going forward as the skills evolve, making me wonder what all they are going to do to keep the Controller-using base from being overwhelmed. Whey they do add skills, I hope they do so intelligently, continuing with the 'less is more' approach they have set in motion here.
